Sending a Unique Submission
Let’s be honest – this process and this proposal is so opaque we don’t really know how our comments are going to be considered or what weight they will be given. But in “normal times” a unique letter or submission is given more consideration than a form letter or a message sent using an online messaging too.
If you have a bit more time, please craft your own unique letter. Email it to DGRComment-CommentaireDSCGP@mpo-bgp.gc.ca but also copy your Member of Parliament and members of Cabinet leading this misadventure.
This format is entirely optional – there is no right or wrong way to structure your comments. The most important thing is that you submit your comments DGRComment-CommentaireDSCGP@mpo-bgp.gc.ca by October 26, 2026.
Here are some items to include:
- Introduce yourself and your relationship to the issue / project (resident in region, live along the transportation route, live in or near a reactor station, taxpayer / ratepayer, concerned about sustainability or the climate, concerned about nuclear risk)
- Identify a short list of issues you are concerned about with the NWMO’s project as reasons the NWMO’s project must be subject to a full impact assessment under the Impact Assessment Act, as is currently the case
- State what you want done: a decision to NOT designate the Nuclear Waste Management Organization’s deep geological as a “Project of National Interest”, and NOT add the “Deep Geological Repository for Canada’s Used Nuclear Fuel Project” to Schedule I of the Building Canada Act
- Mention any process concerns: short comment period, lack of public notice beyond posting on Gazette I, lack of transparency for how decision will be made and by whom, etc.
- Request that the NWMO project remain designated for a full review under the Impact Assessment Act with a public hearing as part of the public process
- Sign the message with your name and municipality
- Consider sending the same letter to your MP and add a request for a response (be sure to include your contact information in the body of your letter or message)
- Consider sending the same letter to members of Cabinet, and most especially to the Hon. Dominic Leblanc, Minister of One Canadian Economy, at dominic.leblanc@parl.gc.ca and Prime Minister Mark Carney’s email is mark.carney@parl.gc.ca or pm@pm.gc.ca; ask for a response to your letter
- For a more detailed submission, consider adding:
- An argument against one or more of the five reasons the decision to list – or not to list – the NWMO’s project will be made, according to the Notice:
In deciding whether to list the project as a national interest project under the Act, the Governor in Council may consider any factor that the Governor in Council considers relevant, including the extent to which the project can
(a) strengthen Canada’s autonomy, resilience and security;
(b) provide economic or other benefits to Canada;
(c) have a high likelihood of successful execution;
(d) advance the interests of Indigenous peoples; and
(e) contribute to clean growth and to meeting Canada’s objectives with respect to climate change.
- If you made comments during the Planning Phase of the Impact Assessment of the NWMO’s project, either attach your submission or restate the key concerns or points from your submission, particularly points about your concerns about the NWMO project or reasons it requires a full assessment under the Impact Assessment Act
